The goal of this research is to look into how the strategic plan is being carried out by the Population and Civil Registration Office in Pasuruan Regency. in supporting the Population Registration Program through village-based electronic services The reason for this research comes from the necessity for responsive, equitable, and technology-based population administration services due to the vast area and high population mobility. The approach taken for this research is descriptive qualitative, and it gathers information by observing, interviewing, and reviewing documents. The focus of the study is directed at the program implementation mechanism, the role of the strategic plan, and the supporting and inhibiting factors in implementing the implementation in services. The results of the study indicate that the implementation of electronic services can increase the effectiveness of population administration services, expand community access to the village level, and accelerate the process of issuing population documents. The main supporting factors include organizational dedication, the use of information technology, and cooperation across regional agencies, while inhibiting factors include network limitations, infrastructure, and human resource capacity. The conclusion of this study shows that the strategic plan plays an important role as a policy guideline in realizing effective, transparent, and community-oriented population administration services.
